Talent Gap: Closing the Divide Between the Skills You're Hiring For and the Skills You Need

The gap this creates is not a shortage of applicants. It is a mismatch between what organizations are searching for and what the role will actually require by the time the successful candidate has settled into it.

What Is the Talent Gap and Why Is It Widening 

The numbers make the scale of the talent gap clear: 

  • 39% of current skill sets are expected to be redundant or outdated by 2030, according to the World Economic Forum's Future of Jobs Report 2025.
  • 66% of CEOs report stakeholder trust concerns in their operations over the past twelve months. 
  • 69% of German companies have prioritized an AI roadmap, yet only 42% report that a member of the C suite holds personal accountability for the outcome. 

A job profile built around today's requirements is, by construction, already searching for the wrong candidate for a meaningful share of this gap. In each case above, organizations know what they are looking for in principle and struggle to find, or even define, who can actually deliver it. Traditional hiring processes built around CVs, interviews and professional intuition were not designed to close a gap of this kind. 

What a Modern Assessment Framework Is Built to Strengthen 

An assessment framework built for current conditions starts from five questions rather than a single job description:  

  • what business outcomes this person must deliver 
  • what critical capabilities that requires 
  • what behaviors are needed to lead and collaborate under those conditions 
  • what organizational changes are likely to matter 
  • what evidence would demonstrate that success is happening. 

The same leader can succeed in one organizational system and struggle in another. Evaluating capability without evaluating the system the person enters, including existing team strengths, unresolved tensions, and whose cooperation is not guaranteed, provides an incomplete basis for a decision of this weight. 

Assessment operates on three levels that sit beneath one another: 

  • Behaviors and skills are what is directly observable.
  • Beliefs and values shape how a leader makes decisions under pressure, when no one is watching the process directly.
  • Drives and motives determine what sustains commitment once the initial mandate is complete, and this is frequently the level at which two otherwise similar candidates diverge in outcome. 

 

How to Assess the Skills You'll Need in Three Years 

A structured assessment process moves through six stages: 

  1. Align on a clear business brief. 
  2. Design a role-specific and situation-based process. 
  3. Assess through relevant observation. 
  4. Calibrate toward a documented decision.
  5. Activate a focused action plan.
  6. Review to improve the next cycle. 

Each stage uses a different method for a different purpose: 

  • Psychometric testing surfaces what drives or constrains a person. 
  • Expert interviews establish what they have actually accomplished. 
  • Case study analysis shows how they reason through complexity. 
  • Presentation exercises reveal how they communicate under challenge. 
  • Leadership simulation shows how they decide in conditions close to the real role. 

Assessing AI Readiness Specifically 

Five questions determine whether a leader can close the gap the 69/42 figures point to. Can they: 

  • Identify which business impacts actually matter? 
  • Connect a technical opportunity to a measurable outcome? 
  • Examine assumptions rather than accept them? 
  • Define where accountability sits? 
  • Make a decision while conditions are still uncertain? 

Calibrating these findings requires anchoring on agreed success criteria, separating observed evidence from interpretation, resolving contradictions between assessors, and stating uncertainty explicitly rather than smoothing it into a false consensus. 

Where the Value of Talent Assessment Is Actually Realized 

Assessment findings generate value only when they inform what happens after the decision, not only the decision itself. A success brief translates findings into expected contribution, the strengths to activate deliberately, the specific risks where previous success may not transfer to the new context, and the conditions, relationships, feedback and support, that success actually depends on. Assessment, onboarding and performance data need to stay connected across this sequence, from future role definition through assessment, decision, transition and performance, back into review. Organizations that treat assessment as a one-time selection gate rather than the start of this sequence discard most of the evidence they paid to generate. 

What this means for HR and boards 

Three implications follow directly for organizations reviewing their current approach: 

  • The talent gap should be named explicitly before a search starts. A job profile built on today's requirements will not find the candidate the role needs in two to three years. 
  • Ownership gaps should be surfaced through assessment, not assumed away. A 69% strategy adoption rate with 42% personal accountability is a leadership evaluation finding, not only a governance statistic. 
  • Assessment criteria should include the system, not only the individual. Team dynamics, inherited tensions and dependency on others' cooperation materially affect whether a placement succeeds. 
  • Assessment data should feed onboarding and performance management directly, through a documented success brief, rather than being filed away once a hiring or promotion decision is made.
